Abstract :
In this article it is shown that the Land Law Enforcement and Supervision Management System of Chengdu has been established based on the mode of platform thought and the strategy of “centralized management and distributed application". It is realized via integrating the mobile GIS technology, CDMA wireless communication, network real-time differential positioning service, the workflow platform and WebService, and so on. In this system, land inspectors use the portable PDA terminal to collect accurate field data, and then to transfer it to the data center in real-time via CDMA wireless communication. Finally all the transferred data is saved, processed and managed in database based on business model. The foregoing process, therefore, constitutes a platform for the dynamic inspection of land resource, which could be used for the land law enforcement and inspection, the interception and prevention of illegal land use, the collection of accurate field data in real-time, mobile office, the investigation of illegal cases and the punishment for those who shall be held accountable, and the transfer of cases. The platform comprises four parts: the Satellite Positioning Service System Based on the Virtual Reference Station, the GPS-PDA Dynamic Inspection and Data Acquisition System, the 3-level Network Management System for Chengdu Land Law Enforcement and Supervision, and the Digitalized Monitoring Center for Chengdu Land Law Enforcement.
