After careful and considered review of the content of this paper by a duly constituted expert committee, this paper has been found to be in violation of IEEE´s Publication Principles.

In China, Higher Education has different quality demands in its different developing stages. This paper briefly described the connotation of quality of higher education from three aspects — historical change characteristics of the times and system construction, proposes strengthening the quality management of higher education possible paths.
