The century of Ocean needs technical support. Technical support of ocean must be continuously enhanced in Zhejiang ocean economic development construction. This article systematically illustrates the mode of “technical support” defined both at home and abroad and scientifically defines ideas of “ocean technical support” in the logic and perspective of public administration; builds the assessment index system for ocean technical support on the basis of comprehensively application of methods and theories including statistics, economics and management; comprehensively assesses and comparatively analyses the ocean technical support of Zhejiang, providing an effective perspective for knowing the situation of Zhejiang ocean technical support; forecasts the demand for ocean professional and technical personnel in Zhejiang, Yangtse Delta and whole China in the next two decades by regression analysis and raises relevant political suggestions.
