After careful and considered review of the content of this paper by a duly constituted expert committee, this paper has been found to be in violation of IEEE´s Publication Principles.
We hereby retract the content of this paper. Reasonable effort should be made to remove all past references to this paper.

A low-carbon economy is greatly changing our ways of thinking and lifestyles. Followed by brief introduction of the concept and contents of low-carbon economy, this paper systematizely analyses low-carbon city development strategies, approaches and major policies in South Korean. Through a comparative study, it puts forward some suggestions to promote the low-carbon development in Chinese cities, which is of practical significance for Chinese cities to achieve a low-carbon and sustainable development.
