After careful and considered review of the content of this paper by a duly constituted expert committee, this paper has been found to be in violation of IEEE´s Publication Principles.
We hereby retract the content of this paper. Reasonable effort should be made to remove all past references to this paper.

The following essay analyzes, from the development of Taiwan IC industry, its technological innovation competence, elevation of industry competence based on technology learning and self-innovation. The author points out the two levels of the performance of technology learning — the local technology innovation and the competence advantage. Moreover, the essay makes some suggestions for the enterprises concerned in China.
