Abstract :
The service subsidy has become vital for all the countries through service sectors development. In this article, the author firstly designed a framework of service subsidies for government decision-making according to the definition of the service subsidy and its functional features. Then, a detailed explanation of three tiers of performance evaluation indicators (such as key indicators, referential indicators, etc) was elaborated. With the DEA approach, the article then evaluated the performance of the direct expenditures subsidies received by the transportation sectors of the U.S. The result indicated that the service subsidy worked well m the transport sector in the U.S despite of some flaws and the future subsidy should be adjusted accordingly. As the matter to China, the author suggested that the monitoring and supervising is necessary during we grant service subsidies, which might help to optimize the effect of such policy and minimize the possible negative impact. Meanwhile, we should track the tendency of the international rules of service subsidy when we formulate such policy, in case that the domestic policy cause some negative effect over the other countries through trade and rise trade disputes.
