Nowadays Service-oriented government has become a very popular domain both in science research and in government documents. The construction of Service-oriented government has become a reality strategic target of Chinese government reform. However, the traditional administration value, the government behavior mode, finance mechanism and human resources mechanism etc. which went through several decades of administration practice have become obstacles in the construction of service-oriented government. Therefore we must construct and perfect the related mechanism which can turn the construction of service-oriented government into a voluntary task. The strategic mechanism plays a steering role; the administration plays a regulation role; the evaluation mechanism and the outside pressure mechanism play catalytical role.
