Abstract :
The main design consideration in the construction of this system has been that of modularisation. By utilising a blackboard system in the frequency management system (FMS), the data measurements can be coalesced with data from other sources. This facilitates the addition of further models or other real time channel evaluation (RTCE) sensors to enhance the channel characterisation. A knowledge based system (KBS) enables modular development of processing rules and systematic enhancement of the rule base. Initial system trials have shown that the system can produce systematic frequency management decisions. The tests also showed that improvements can be made, especially if high performance channels are required as they have more stringent requirements. Testing the system with a high speed modem, e.g. a STANAG 4285 type in place of the 75 baud FSK modem, would identify these specific requirements, which in turn would provide a basis for enhancing the rule base of the KBS
