After a thorough survey of the situation of Shaanxi rural road, we explore the multidimensional predicament which the rural road reform faces. Though the analysis we found that the depth and breadth of reform takes an important role in consolidating results of large-scale development of rural roads, but there are four-dimensional plights in rural road maintenance areas, contradiction between long-standing ideas and market reform, contradiction between maintenance funds shortage and highway mileage growth, contradiction between incentives for conservation officers is not sound and high-intensity operations and contradiction between maintenance enterprises developing insufficiency and corporations´ marketization, is becoming the biggest bottleneck of further reform. The authors provide some countermeasures for further reform in rural road area, that is to say, to change ideas and have a deeper understanding of the maintenance reform and marketization, efficient use of existing funds, sound incentive mechanisms and cultivate the maintenance enterprise.
