This paper studies on the main factors of developing low-carbon economy in Heilongjiang Province. We develop the hypotheses based on the connotation of low-carbon economy and then analyze what are the main factors of developing low-carbon economy through multiple regression analysis according to the statistics over the years. The resuluts show that the industrial structure, level of urbanization and energy utilization are the main factors of developing low-carbon economy and have significant impact on developing low-carbon economy. Then we have some advice about how to develop low-carbon economy. First, the Heilongjiang Province can achieve its development goals based on the country policy of ‘Revitalizing North-east Old Industrial Bases’. Secondly, the Heilongjiang Province must promote urbanization actively based on the country policy of ‘Revitalizing North-east Old Industrial Bases’. Thirdly, the Heilongjiang Province must build ecological protection strategy by combining with the advantage of forestry in Heilongjiang Province. Finally, the Heilongjiang Province must implement the supporting strategy of new energy industry is led by the government so that it can improve energy efficiency and conservation.
