Abstract :
CNPC (China National Petroleum Corporation) makes safety engineering and management to be the most important thing to do according to the requirements of China´s State Council. It is never being ignored to carry on HSE system strictly and deeply in the oil factories, the oil production units. The oil factories abide by the top-shaped framework to construct the safety culture system. The model is proposed from three dimensions such as better leaders, line liabilities and regional management. Finally, the tactics and measures to implement 3D model are discussed to ensure the safety production in oil factories.
