After careful and considered review of the content of this paper by a duly constituted expert committee, this paper has been found to be in violation of IEEE´s Publication Principles.
We hereby retract the content of this paper. Reasonable effort should be made to remove all past references to this paper.

In order to broaden the application of Partnering Mode, this article analysised the obstacles during the implementary process under the Partnering Mode of project management, and offered correlative measures to such obstacles. The Partering Mode could remarkably improve the efficiency and enhance the benefit of the projects, only if the participation is based on respection and confidence, premised on good faith and ensured with effective communication and coopration.
