The development of regional economy in Heilongjiang province is a growth pattern relied on the natural resources; however the over-consumption of natural resources, the low increase in value-added rate, a larger impact on environment and the limited space in industrial sustainable development make the majority of industrial division lying in the bottom of the value chain. Through the research on the driving mechanism that service outsourcing doing to economic growth, we can make low consumption of natural resources, high value-added, high employment absorbing service outsourcing industry as the strategic leading industry of economic growth. Simultaneously, we can build the policy system for the development of both the soft and hard environment of service outsoucing according to the advanced experience on policy making, park construction and investment promotion.
