After careful and considered review of the content of this paper by a duly constituted expert committee, this paper has been found to be in violation of IEEE´s Publication Principles.
We hereby retract the content of this paper. Reasonable effort should be made to remove all past references to this paper.

In this paper, the information about the risk management study on environment emergency response (EER) activity have been introduced and some important conceptions of EER and the key computation technology problems have also discused. In order to explain more clearly about how to manage the risk of EER, an example of real EER case on the numerical simulation of the accident of nuclear power station of Japan in 1999 has also been showed in this paper.
