After careful and considered review of the content of this paper by a duly constituted expert committee, this paper has been found to be in violation of IEEE´s Publication Principles.
We hereby retract the content of this paper. Reasonable effort should be made to remove all past references to this paper.

China´s road transport development is far from the standard depth, and the research of evaluation system of road transport transformation from traditional industry to modern service industry is also few. This paper is trying to build the evaluation systems from the perspectives: the CSS three-phase evaluation, service culture assessment and relationship evaluation between customers and enterprises, so as to provide objective and basis, to speed up the transformation of transport industry from traditional industry to modern service industry.
