Abstract
Recently, CCITT adopted a low-delay code excited linear predictive (LD-CELP) coder as a new standard for the coding of telephone bandwidth speech at 16 kbit/s. The methodology and results of a performance evaluation of the LD-CELP coder with nonvoice signals are presented. From this evaluation it was determined that this algorithm is acceptably transparent to network signalling as well as voiceband data at rates not exceeding 2.4 kbit/s. Therefore, it was concluded that the 16 kbit/s LD-CELP algorithm is suitable for selected network application where high-speed voiceband data are not used, or where alternate facilities for voiceband data traffic are provided, such as in circuit multiplication equipment
