Technological innovation diffusion is the objective and value embodiment of technological innovation. On condition of incomplete information, the cost function of technological innovation diffusion is the asymmetrical information. Considering on the characters of technologies which are public goods, enterprises import the Technology not only depend on behaviors of competitors, but also depend on the technological capability of the enterprises themselves. Therefore, it is very significant for the different technological capability enterprises to select the strategy of adoption to new technology on different conditions of enterprises themselves.
