After careful and considered review of the content of this paper by a duly constituted expert committee, this paper has been found to be in violation of IEEE´s Publication Principles.
We hereby retract the content of this paper. Reasonable effort should be made to remove all past references to this paper.

Labor cost index system is a general name of a series of target name, the definition and the computation and the analysis method of it reflects the labor cost level and with the related economic index connection degree comprehensively and objectively. This paper states that how to construct the enterprise labor cost management index system from the target computation, elastic computation, deviation rate computation and quality synthetic evaluation and so on.
