Challenges of developing whole life cycle cost models for Network Rail´s top 30 assets

Network Rail recently embarked on a multi-phased project to develop whole life cycle cost models for its top 30 assets. This paper describes our approach to the first 6 months of the project and sets out, in our view, the key challenges associated with developing and implementing robust whole life cycle cost models.
