  • Abstract
    This paper mainly concerns our preliminary research on the real-time congestion pricing system. The proposed system will enjoy the advantage of combining real-time road charging and on-route traffic information service, by which to alleviate the increasingly traffic congestion in large cities more efficiently. In the first part of this paper, we present the concept of the GPS based real-time congestion system, including the framework of this system, its basic functions, and workflow. In the following part, a further investigation on the idea of charge scheme update and the toll ratio optimal is described. We employed the bi-level optimal program to modeling the relationship between transportation administration and the motorists in road pricing. Then a multi-class multi-criterion elasticity demand bi-level road pricing optimal program for charge scheme update is stated. For the optimal model involves both discrete and continuous variables, is a NP-hard problem, we provide a solution method using genetic algorithm. Finally, the model and algorithm are demonstrated with a numerical example
