This paper is to obtain the proper operation modes for the credit guarantee institutions of high-tech small and medium-sized enterprises. Based on the remarkable different high risks between the traditional and high-tech small and medium-sized enterprises, the existing theory model is improved to draw the conclusion that the interdependent credit guaranty is optimum for the high-tech small and medium-sized enterprises.
