This article, regarding shanghai creative industry cluster as the analysis object, make use of the symbiotic model to analyze selections of corporate behavior, industry cluster effect and the quality of symbiotic relationship. The results show that the mutually beneficial symbiotic relationship are the logical starting point for the formation of creative industry cluster, the relationship of mutually beneficial symbiotic becomes closer to symmetric mutualism, the effect of the creative industry cluster will be better, that is, it will be more conducive to the formation of creative industry cluster and its stable development, and the quality of symbiotic relationship will be also better.
