Employment situation of college graduates is not optimistic. The main reason of producing the phenomenon lies in that practical ability of college graduates is not strong. The best way to solve this problem is to attract enterprises to participate in the many aspects of higher education. But the enthusiasm of most enterprises participating in higher education is very low. So it is necessary to analyze the reason and construct a dynamic system to stimulate enterprises to college-enterprise cooperation. This system consists of three parts — internal forces, external forces and other necessary conditions.
