The number of college graduates keeps increasing and external economic environment transforms, which exert dual pressure on the employment situation, and now the situation becomes more and more tense. This essay, based on the problem of employment, analyzes the necessity of constructing the employment alarming system, details the structure and function of the system, and sets forth its foresight, universality and timeliness. And finally, this essay puts forward referential advice on the system construction according to external economic environment and the components the system itself.
