After careful and considered review of the content of this paper by a duly constituted expert committee, this paper has been found to be in violation of IEEE´s Publication Principles.
We hereby retract the content of this paper. Reasonable effort should be made to remove all past references to this paper.

In the past, the modeling analysis with macro data, although could illustrate the overall changes, can not reflect cooperative relationship between employment and economy, while it is essential to higher vocational colleges because the shown information help to grasp the job market conditions and adjust specialty setting timely. Consequently, through establishing an evaluation index system aimed at employment and regional economy, it can obtain certain useful inspiration based on cluster analysis with a specialty´s panel data.
