    The innovative city is the key of innovative country building. In this paper, we compare two modes of innovative city by dual-case study. The different paths are the government-dominant model of learning with research and production (LRP) in Shanghai, and the business-dominant independent innovation model in Shenzhen. In the view of resource allocation, it means the “great government” mode and the “strong business” mode, respectively. The conclusion is that, the concept of innovative city contains the concept of creative city in China. Therefore, the construction of innovative city concerns in economy growth, old town reconstruction, and new town construction simultaneously. It is the cause of diversity in the paths of innovative city in China.
