After careful and considered review of the content of this paper by a duly constituted expert committee, this paper has been found to be in violation of IEEE´s Publication Principles.
We hereby retract the content of this paper. Reasonable effort should be made to remove all past references to this paper.

With the rapid development of global trade, TBTs have already become the most important barriers to trade suffered by China. Stringent technical requirements drain the exporters´ enthusiasm, and impede the technical innovation and market competition. We focus on the TBTs effects at the technical level, building theoretical models to analyze the short-run effects of new issued technical requirements in the prefect competitive market. This paper is intended to provide a new perspective for government authorities and export enterprises to deal with TBTs.
