Abstract :
GPA (Guam Power Authority) is a 260 MW peak municipal utility serving the island of Guam. GPA has spent five years and almost seven million US dollars on feasibility studies, procurement, training, hardware and software in replacing its vintage 1970s technology Supervisory Control and Data Acquisition (SCADA) System with a new state-of-the-art Alpha-based Energy Management System (EMS). This paper describes the experiences of the project management team and the new SCADA/EMS
