The paper covers the implementation of a large scale electrification programme in South Africa, the selection criteria used for the most suitable revenue collection system and the problems experienced during implementation. The experience gained, is not only applicable to large scale electrification programmes, but also to other regions for example, where large scale urbanisation causes severe problems to power bureaus. The authors describe a pre-payment metering system, its operation and implementation
