Abstract :
Current government Website performance evalutions cannot accurately reflect the governmentpsilas effective effort because the performance contains the objective fundamental contidionspsila influence. Based on the theory of managerial effectiveness, a new index - dynamic performance and its evaluation model are proposed to measure the extent of governmentpsilas subjective effective effort in the construction of government Websites. Chinese 28 provincial government websites are evaluated with the model. The result shows the method can stimulate all the governments to make the effort to improve their government websites.
