Analysis on Each Country´s Patent-Standardization Position and Standardization Strategy Using Patent DB of The ITU-T

This paper briefly surveys an overview of IPR policies of ITU-T which is a representative international standards development organization. And then we analyze patent DB of ITU-T in detail which contains information relating to patents incorporated into its standards. After that, this paper examines the patent-standardization position by countries which indicates the degree of each country´s standardization activities linked to patents based on the analysis of ITU-T patent DB. Finally this paper gropes for the national standardization policy coping with the rapidly changing ICT environment.
