This paper presents a top-level approach for the theoretical design of PCS for widespread universal wireless telephony. It develops the concept of how to pinpoint any personal communication unit (PCU) within a multi-layered multi-level communication network; typified by the allotment of unique layer and level ID code and a decentralized registration method based on appending the various ID codes to a PCU´s PIN
