Abstract
The basic requirements on a third generation mobile system are to support universal high quality voice service as well as a wide range of data services, including data file transfer and high bit-rate services. The paper concentrates on a few vital requirements regarding system flexibility, i.e. multi-operator feasibility, feasibility of hierarchical cellular structures and service flexibility
