Abstract :
In this paper, a model and process for strategic evaluation of emerging technologies for national technology policy is proposed. A decision model is built to assess the contributions of emerging technologies and evaluate their impacts on the country\´s objective. The "impact value" of the technology called "technology effectiveness". A hierarchical decision model which comprises with six hierarchies; national objective, industry\´s goals, industry\´s strategies, technological benefits, technological factors, and technologies, will be developed.
