Shiyan city is a major water source area of middle route project in Hubei province, the water quality and quantity can satisfied with the diversion requirements essentially, but there are some restricted factors hold the project in poor efficiency, such as soil erosion, water pollution, immigrant resettlement, poverty and backwardness and so on, in order to realize that “clean water flow into the reservoir” and “ whole the clean reservoir water flow northward”, we should consider the water environmental protection and sustainable development of water resources as the critical factor.
