Abstract
The development of the RQMS (reliability and quality measurement for telecommunications systems) illustrates the positive effects of cooperation among telecommunications suppliers Bellcore, and the Bell Operating Companies, in working toward a mutually useful set of metrics. The main drawbacks of the RQMS as currently written are: (1) the requirement of certain metrics which do not yet have an industry-accepted algorithm, and (2) internal inconsistency caused by a lack of focus on the central purpose-measurement of software field performance. On the whole, however, telecommunications suppliers will benefit from the clarity of the RQMS statement of customer expectations
