Abstract :
Since the present university leading cadre capability evaluations are mainly static, it is lack of evaluation methods to address dynamic and multi-scale-based situation. While the developing trend and potentialities are important factors to address people´s performance and they can´t be ignored. This paper uses multivariate delay connection number to tackle this problem. First evaluation results of previous periods are taken into the current period and revising values of uncertain numbers. Next, a dynamic evaluation model is built for university leading cadre. Finally, a numerical example is used to prove its feasibility and effectiveness.
