  • Abstract
    Migration of labor intensive manufacturing industries from developed countries to developing countries and the emergence of East Asian countries as world leaders in manufacturing have echoed the need to reform engineering education, and hence the conception of educational organization. This article re-iterates how the SERVQUAL-TRANS framework was developed and elaborates the linkage between the framework with the theories of networked organizations for promoting high quality transnational engineering education. It further develops a new concept known as "networked-systemic learning organization" which determines to bring a fundamental change to traditional structure of educational organization. It ensures successful delivery of transnational engineering education through promoting continuous participations of engineering schools from developed countries, which in turn increase the technical competencies of participating schools. The paper concludes with a discussion of the implications and limitations of the framework and hence the development of the new organization concept for educational institution
