Abstract :
A general hand off procedure for ill defined cells is presented. Hand off to a cell will depend on mobile membership degrees which take into account subscriber associated parameters such as distance and/or field strength, as well as traffic imbalances in the cell cluster. The proposed method also permits to incorporate additional criteria. Provisions for in-cell shadow areas are made and dynamic cell size changes are considered in order to balance traffic levels while keeping fixed channel assignment.
