Abstract
The Aeronautical Telecommunication Network (ATN) concept was approved by International Civil Aviation Organization (ICAO) Future Air Navigation Systems (FANS) in 1991. This paper introduces the ATN as enabling an open architecture for air/ground and ground/ground data communications. Also described is the progress being made in turning the concept into reality. The achievements of the voluntary ATN Project (ATNP) are described, together with its plans. Next the ATN Consortium and Cooperative Agreement model are presented as a way to speed realization of ATN implementation
