Abstract
The authors describe, in terms of functions to be performed, how to manage the physical layer of the B-ISDN (broadband integrated services digital network) access independently of the system implementation. They also describe, as an example, how it is possible to implement this approach in SDH (synchronous digital hierarchy) and cell based systems. In particular, great care has been taken to match the physical layer techniques described here to the existing CCITT recommendations. The management signals used to identify the internal and media faults are described along with the performance objectives and parameters for the B-ISDN access
