  • Abstract
    Joint bit-rate control technology can eliminate the cell-loss caused by statistical multiplexing, so the bit-rate of multiplexing video streams can be limited within the channel size and the picture quality of each program is consistent also. In this paper, the authors initially suggest that the system control algorithm can be comprised of several control modules which can be adjusted without influencing the whole control strategy, so the universal feature is excellent. They also discuss the algorithm of several main control modules: bit-rate prediction bandwidth allocation; quantization parameter selection; and buffer control. Experimental results show significant quality and/or capacity gains over the CBR encoding method
