Abstract
The paper presents the main aspects of a new statistical theory based on a heuristic approach for the polarization properties of electromagnetic waves scattered by random complex radar objects (RCRO). The approach unites the methods of the statistical theory of random process outliers with the methods of statistical and physical optics
