Abstract
The dispersion laws (spectral characteristics) considering the Morse critical points (MCP) are developed from the rigorous solution of homogeneous boundary value problem of a laterally inhomogeneous dielectric layer. The knowledge of the anomalies of the spectra near the MCP, feasibility of their analytical treatment by the both direct numerical analytical method and an alternative approach based on experimental results, and dispersion equations of the free oscillations provide the basis on which the local equations of the space-time evolution of the layer field are furnished near the MCP of irregular dispersion
