Abstract :
The HAE-BUM system envisaged the eligibility and readiness of establishing and implementing of either e-Governance or e-Government systems. It guided the national planners to whether the minimum parameters or factors had been met to start the project or not. As is the case, to build such systems, it is imperative that even the rural areas should have basic infrastructures. The HAE-BUM system sorts out the factors that directly affected the rural basic needs provided especially by health, agriculture and education ministries, in this paper referred to as HAE. When the HAE-BUM system sorts the HAE factors and its threshold was less than the benchmark, this indicated that the project was not ready to start. As such the HAE-BUM system indicated that it would be waste of resources to embark on such a project pre-maturely. However, where the threshold was equal to or greater than the benchmark, this showed that the minimum requirements to commence the project were met.
