    COMPLICATED technologies demand a complex response from managers, executives and policy-makers. That´s where analogies enter the public discourse. Consider the challenges in simply describing what the internet actually is, and in formulating policies for its routing and access, or for that matter, in describing (or even circumscribing) the collection of data on the internet.
