Abstract :
The formulation of a sustainable energy policy for economic growth can be seen as an optimization problem, which seeks to establish a set of strategies that maximize the welfare of a given country based on a given number of criteria. By and large, this issue has being addressed by means of the classical mono-criteria evaluation planning approach, which aimed to establish a policy based on a single or few objectives. In the particular case of Paraguay, due to its large hydropower surplus, the electric planning process is the cornerstone of a state policy that would pursuit the development of the country. Under this context, this paper presents an Analytic Hierarchy Process (AHP) approach which it is applied to energy policies based on multiple criteria under uncertainty. Thus, this article shows that the consideration of several factors or criteria as well as the interaction among then is a key issue on the formulation of efficient and integrated energy policies.
