Abstract :
Based on the social investigation and monthly power consumption data before and after the implementation of the policy of the east, west, north, and Pearl River delta cities of Guangdong province, this paper has tested the implementation effect of step tariff from consumers´ behaviour characteristics and empirical analysis. It has also proposed state space model based on Kalman filter and constructed the general computable equilibrium model (CGE) including energy and environment. Application of the above methods has effectively eliminated the interference from other factors, and provided a scientific method to assess the realistic effect of step tariff policy; CGE model has also measured the macroeconomic impact of step tariff policy from comprehensive dimensions of economic growth, import and export trade, commodity prices, energy and environment..
