Abstract
The potential of the private enterprises in disaster relief area has been realized by academic and industrial society since 2005. The government agents also try to integrate private enterprises into their relief supply chain. Logistic service outsourcing is the major form of this integration. In this paper, we propose three disaster relief approaches including traditional relief approach, transportation service outsourcing approach and inventory and transportation service outsourcing approach. To compare and analysis each approach from another, we build an evaluation framework to estimate each approaches from the aspects of both order quantity and social efficiency. The results of our study show that the logistic service outsourcing method can improve the efficiency of a relief supply chain. The transportation service outsourcing approach can increase the order quantity of a relief supply chain with a reasonable price. And a wider range of logistic service outsourcing can further increase the order quantity and improve the performance of a relief supply chain.
