Abstract :
Different form developed countries, "discrimination of SME" in China derives either from scale or from ownership. To reduce the discrimination in China, firstly the behavior of discrimination and the objects of three parts in SME lending have been identified by attribution analysis, which becomes the basis of E-government service network design; Then, based on policies and regulations in China, the paper constructed the service value network of inter-organizational information sharing, and designed E-government service system in SME lending screening and the monitoring, as a new perspective to solve the problem of the discrimination. This study provide a reference for developing country which has a similar "discrimination of SME" and a same conditions of credit information.
